The FPAS scheme has come of age, and the results are remarkable. Fire Safety Assessors (FSAs) are delivering work of a higher standard than ever before. Through extensive surveys of FSAs and fire industry professionals, Quill Essential has found a consensus: building safety has significantly improved, though there’s still work to be done. The rigorous scrutiny by FPAS-approved FSAs has uncovered many latent defects, a beneficial development for building safety.
Building Commissioner Takes Action
The Building Commissioner team has been actively inspecting and condemning subpar buildings, both during construction and post-completion. Quill Essential has been involved in numerous inspections after the commissioner has attended, particularly focusing on mechanical air handling fire dampers and fire seals. We applaud the Commissioner’s efforts to demand rectifications, ensuring higher quality in building safety. It is now evident that the commissioner’s inspection team are a highly skilled group of specialists and take no prisoners. We have had direct comments from the fire practitioners that the commissioner’s team do not take lightly to any fire contractors that don’t really know their business. Particularly what codes and standards they are working to reach when they carry out fire safety installation, reporting and upgrade works in the buildings. Sometimes brutal decisions have been made however we are now witnessing a purge that should have happened decades ago.
We have had a shopping centre manager who recently complained about the high cost of defects demanded by the commissioner’s team, on both mechanical air handling and structural upgrades but added that the new owners can be assured that this financial time bomb has now been defused. Diesel Pump Room Ventilation
Diesel engines need proper ventilation, a requirement often misunderstood by FSAs during inspections. AS 1668.1 lacks sufficient background information, leading to overlooked defects. Real confusion seems to exist on whether a diesel pump room supply fan can relieve exhaust air into a carpark or whether a relief duct must exhaust to outside the building. Also on whether fire dampers are allowed in the supply air ductwork for diesel pump room fans. We have the answers
Stairwell Pressurisation
Many pressurisation systems fail to meet performance standards despite being endorsed for years. We’ve recently flagged a non-compliant car park system that had been passed for a decade, collaborating with Fire Engineers we were to find a suitable solution for the owners.
The common failures with stairwell systems is not functionality, this can be easily achieved through FIP interface upgrades.
Many designs made no allowance for air losses in the building shaft and could never achieve anywhere near one m/s. In some cases, sound levels are far beyond 80 dBA making communication with the Brigade in a stair well almost impossible. Another significant failure we keep witnessing is the simple geometry of stairwells particularly multi-level car parks. Proper air flow is close to impossible to achieve in some cases. Quill Essential has network of consultants and fire engineers who can achieve solutions.
Persistent Fire Damper Issues
Fire dampers remain a major concern, frequently appearing on Council Fire orders. Despite simple standards (AS 1682.1&2), installation errors persist. Recent inspections have revealed serious defects in fire dampers. Many FSAs are still finding hundreds of fire damper installations with poorly formed penetrations, no expansions gaps and flanges incorrectly sized. This is causing significant costs and disruptions to building owners.

All fire dampers failed and needed urgent replacement. Quill FSA questioned the fore zone only to discover that the dames were never required at construction, saving the client repair costs.
Residential Building Garbage Room - Fire dampers were never installed
A site in Northern suburbs of Sydney appears typical where the builder or contractor simply ran out of money and left the exhaust penetrations open in the ceiling and did not even install fire dampers causing a serious risk of vertical spread of fire. These defects are just now being discovered because of the skilled FSAs taking over older buildings and being thorough
Fire Rated Risers not found to be fire rated
A relatively new 19 story residential building with lightweight construction exhaust riser for garbage rooms was never installed to the manufacture’s installation method. This means a serious risk of vertical spread of fire.
Incorrect Fire Damper Schedules
A CBD Hotel’s damper register was significantly underreported. Our team completed an audit and increased the schedule from 19 to over 40. Incorrect baseline data is often found by our FSAs.
Inaccurate Reports from HVAC Contractors
Building owners must verify the accuracy of provided information to avoid expensive errors. Any site that Quill Essential become responsible for will have a supervisor starts by making sure that the existing schedules make sense. Sometimes they are incomplete.
Unusual Findings
Backwards Running Fans
It is understandable the this can be overlooked when multiple fan are installed on a large site. Our FSAs are experienced in mechanical systems and can often just hear a problem. In a Sydney nursing home the complete car park supply air plenum had just been blocked off. Fans were functional and looked OK and had been endorsed for over ten years.
Disconnected Interface Wiring
On multiple occasions, crucial wiring between FIP and mechanical boards was missing or cut.
Misunderstood Smoke Control Systems
A school hall’s system, misidentified as mere ventilation, requires an upgrade.
Inadequate Stairwell Pressurisation Designs
Often incapable of meeting AS 1668.1 standards. These systems are being uncovered as FSAs do their inspections on sites previously endorsed by HVAC contactors.
Disabled Car Park Fans
Strata committee members turning off noisy fans, leading to unsafe conditions. Many Stata Building residents do not understand just how dangerous it is not to have a suitable smoke control system at the very base of a building often housing hundreds of people. An image is attached showing an apartment block with exactly this is problem. The car park exhaust fan was turned off by a building resident. No one was hurt but the by building could not be occupied for months.
Improperly Fixed Fire Dampers
Multiple instances of fire dampers falling out of walls in high-rise residential buildings. Fire dampers must be installed to manufactures tested systems. FSAs must confirm installation method even if it means removing a few supporting angles.
